Malcolm served as FDA Associate Commissioner for Planning and chief performance officer, responsible for Agency-wide strategic planning, performance management, program evaluation, business process analysis and improvement, and user fee program oversight. He led the creation of the award-winning FDA-TRACK performance reporting program, and was the founding Executive Sponsor of FDA’s Insight program to create a best-in-government enterprise-wide resource capacity planning and management capability. He also served as lead negotiator for the Medical Device User Fee Amendments that were reauthorized by Congress in 2012 and 2017.
Before joining FDA in 2004, Malcolm was a senior scientist and program director at RTI International, where he led programs in environmental research planning and quality management system development.
